I believe being civilized is people who have better manners, better education and have a better life and live better. Civilizied cultures don't break laws they keep theirselves working they go to school to get a good education so that they can have good careers. Bringing home food for their families for example is probably a goal they try to accomplish and thats why they work hard.
Even though there is different kinds of cultures people manage to accomplisg their goals. Every country's civilization might be different and have their own traditions but it still makes the people civilizied by doing their best to be better persons and being responsible for their actions.
Im sure that in China, Mexico, Africa or other country's people have their own civilized society even though they have different traditions.
